Minutes of the Spring Meeting

March 30 - April 1, 2017 - 9:00 am

Director General Donald Hansen (ACCA) called the meeting to order at 9:00 a.m. in the Doubletree Convention Center. The Jamil Color Guard presented the colors and Noble Hansen led those in attendance in the Shrine Pledge of Allegiance. SASA Chaplain Ill. Sir John Stanley (Oasis) gave the invocation.

 
Noble Hansen welcomed everyone to the 2017 Spring Festival. He also thanked the Nobles for attending the Membership Seminar the previous day and thanked Ill. Sir Sam Montgomery and Ill. Sir Steve Norris for an educational and well planned event.
 
Director General Hansen introduced Ill. Sir Steve Tucker, President of the South Atlantic Shrine Association, who delivered his welcome to the Nobles. Tucker then introduced Ill. Sir Curtis R. Hutchinson, Potentate of the Jamil Shriners, who welcomed everyone to his jurisdiction.
 
Director General Hansen then introduced the 2016-2017 SASA officers as follows: Ill. Sir Donald Ratliff, Secretary/Treasurer (Kazim); Nobel Ralph Calhoun (Omar); 5th Vice President, Ill. Sir Dave Juergens, PP, 4th Vice President (Kosair); Ill. Sir Douglas Stalnaker, PP, 3rd Vice President (Nemesis); Ill. Sir Gregory Diffenderfer, PP, 2nd Vice President (Jericho); Ill. Sir Steve Norris, PP, 1st Vice President (Sudan); and Ill. Sir Stephen Tucker, PP, President (Jamil). Next, he recognized the following Past Presidents of the association who were present.

• Ill Sir Frank B. McAllister, PP (Acca) 88-89
• Ill Sir John R. “Bob” Gray, PP (Omar) 06-07
• Ill Sir J. Ray Fields, PP (Amran) 07-08
• Ill Sir Joseph M. Scott, PP (Hejaz) 11-12
• Ill Sir Doyle C. Simmons, PP (Oasis) 12-13
• Ill Sir Donald L. Ratliff, PP (Kazim) 13-14
• Ill. Sir Edward L. Everhart, PP (Kerbela) 14-15
 
A special recognition was given to Sec/Treas Emeritus Nobel Galvin Gaddy, who after 18 years of dedicated service to SASA, has handed the reigns of his office over with grace and all the courtesies one could ever imagine. It was noted his gracious cooperation and advice in the transition was one of great admiration and has been appreciated by the Association. Noble Gaddy received a standing ovation
 
Director General Hansen then introduced the Imperial Officers in attendance as follows:
 
• Imperial Captain of the Guard – Richard Burke (Yaarab)
• Imperial Assistant Rabban – Jim Cain (Al Menah)
 
Director General Donald Hansen began the business meeting by calling on Secretary/Treasurer Ill. Sir Donald Ratliff for the roll call. It was noted we had 104 Nobles registered. Each Shrine Center was announced and the number beside the temple name indicates the number of representatives reported. A quorum for the meeting was established.

Following the roll call Director General Hansen called on Sec/Treas. Ratliff to read the minutes. A motion was made and duly seconded to dispense with the reading of the minutes and the motion was approved.
 
Ill. Sir Steve Norris, chairman of the Time & Place Committee, gave his report as to locations of future meetings as follows:
 
2017 Fall Sept. 14-17 Myrtle Beach, SC
 
2018 Spring March 22-24 New Bern, NC
2018 Fall Sept. 19-22 Myrtle Beach, SC
 
2019 Spring March 28-30 Kingsport, TN
2019 Fall Sept. 18-21 Myrtle Beach, SC
 
2020 Spring March 27-29 Parkersburg, WV
2020 Fall Sept. 17-20 Myrtle Beach, SC
 
A motion was made, duly seconded and carried to approve the Time & Place report.
 
The Nominations Committee report was given by Ill. Sir Ray Fields as he reported that Amran Shrine Center would nominate Ill. Sir Kevin Hall at the Fall meeting in Myrtle Beach for consideration for 5th Vice President. This was an informational item now, as it will be voted on during the Fall meeting.
 
Ill. Sir Fields announced the following Shrine Centers will be in line to place a member of their Shrine Center as 5th Vice President in the corresponding years. 2018 ACCA; 2019 Beni Kedem and 2020 Oleika.
 
Director General Hansen presented amended budgets with a lengthy explanation for both the spring and fall budgets. Budgets were presented and a motion was made and duly seconded that they be accepted. The motion carried. Budgets attached below.
 
Director General Hansen introduced those candidates for Imperial Outer Guard present for remarks. Ill. Sir Gale Bennington gave his presentation first followed by Ill. Sir Larry Leib.
 
Director General Hansen gave a brief explanation of how we should conduct ourselves for the parade at Myrtle Beach as the city has asked for some changes in our travel paths and parade procedures. He then proceeded with drawing for parade positions for the Fall meeting which are as follows:

The Imperial Officers present spoke briefly regarding the fraternity and Shriners Hospitals for Children.
 
Director General Hansen gave instructions on where to meet for a counterparts meeting following adjournment.
 
There being no further business the meeting was adjourned at 1:45 pm.
